Single electronic base of normative legal acts of Azerbaijan modernized

Azerbaijan updates regularly its single electronic base, in which normative legal acts are accumulated. Presently, the ‘http://e-qanun.az/’ web-site, where the electronic database of the single internet information recourse is located, is updated on a daily bases by employees of the  Legislation Department  of the Ministry of Justice.

This information was provided to ‘ICTnews’ by the Ministry of Justice of the Republic of Azerbaijan. According to this information, the official text of all normative legal acts is reflected in the electronic information base. ‘This electronic base was put at disposal of the Ministry of Justice in May 2006.

Since the Republic of Azerbaijan declared its independence in 1991 more than 21,138 normative legal acts, including laws of the state and the President’s decrees and orders, which were published daily  in the ‘reports of the Supreme Council of Azerbaijan Republic’, Legislation Documents of Azerbaijan Republic, reports  of the Constitutional Court of Azerbaijan Republic, reports of the National Majlis of Azerbaijan Republic, bulletins of Normative Acts of Azerbaijan Republic and ‘Azerbaijan’ newspaper, have been accumulated in the electronic database of the single internet information resource.

Besides that, orders, resolutions, instructions and interpretations issued by the Cabinet of Ministers, National Majlis, Constitutional Court, Central Election Commission, normative acts issued by the Central Bank, decisions and orders issued by the Judicial-Legal Counsel and Tariff Counsel have been also gathered in the electronic database of the single internet information resource. 17 law codes and resolutions issued by the UN’s Security Counsel, orders issued by the European Court of Human Rights have been also accommodated in the constantly updated electronic database.

The Ministry said that there are two methods for looking for required normative acts. It is possible to use the ‘Pages’ option  to find new documents, which  are rarely used in the market, or  the ‘Search’ option which is more perfect tool for looking for the required documents.  In the library section of the database there is an electronic list of books kept in the library of Ministry of Justice.

This section also has a legal terms glossary which allows to find explanation of specific legal terms, and to automatically switch to the documents describing these terms. The data base was developed as a result of cooperation between the US’s International Development Agency, the National Center for State Courts and the Azerbaijani Government.

In 2009 the ‘Green Yapım’ LLC introduced  some important improvements to the web-site and software of the database. Presently, the Ministry updates the website on a daily bases.
