The Republican Scientific and Practical Conference on “The advantages and actual problems of application of electronic signatures” was held at ATU

The Republican Scientific and Practical Conference on the topic of “Electronic signature is an important attribute of Information Society (E-Government): The advantages and actual problems of application of electronic signatures” was held at Azerbaijan Technical University (ATU). The event was organized by the Ministry of Education with the technical support of the Ministry of Transport, Communications and High Technologies.        
 
Speaking on the first day of the conference, Acting Rector of ATU Khalig Yahudov said that electronic signature is the most important attribute of the Information Society and that the conference plays an important role in eliminating difficulties in this area.
 
Department Head of the Ministry of Transport, Communications and High Technologies Isbandiyar Aliyev made a presentation on the topic: “E-government in Azerbaijan: current situation and prospects of development”, in which he emphasized  the importance of setting specific targets for achieving progress in this area.  He said that since “E-government” is not a technological project, citizens are able to use government services in a more civilized way.
 
Saying that the digitalization process is being carried out at a rapid pace in educational institutions, Sector Head of the Ministry of Education Gultekin Huseynova noted that the ministry organizes training of specialists for this area.   
 
Head of the State Customs Committee, President of the Association of Project Management, Major-General Iqbal Babayev made a presentation on the topic of “The principles of project management within the E-government program: realities and prospects”. “Very promising projects are being currently implemented in the E-government field, but we need time for their full realization”, he stressed during the presentation.   
 
Then, Iqbal Babayev informed the gathering of E-government models existing in the world and Azerbaijan’s E-government model.    
 
President of the Azerbaijan Internet Forum and Director of “Multimedia” Information Systems and Technologies Center Osman Gunduz also spoke at the event. He stressed that E-government has achieved  great successes within a short time. In his presentation on “Directions for the development of an open government - a logical continuation of e-government”,  Osman Gunduz noted the rapid dissemination of transparency through Internet resources.
 
After the plenary session, the conference continued its work in the following 3 sections:
 
- Opportunities and prospects of e-government
- Significance of electronic signature
- Electronic documents in the information society and their circulation
 
Specialists from the Data Processing Center – the operator of the E-government portal – read to the conference scientific articles on the following topics: “The structure of the E-government portal”, “Interdepartmental exchange services of the E-government portal”, “The structure of the Open Data Portal (www.data.gov.az)”, “Formation of electronic certificates on the E-government portal”, ”Introduction of augmented reality technology to the E-government portal”, “Information security of the E-government portal”, “The technical infrastructure of the E-government portal”, “Improvement of  the effectiveness of management and business processes through the use of electronic signature”, “Expansion of application of mobile signatures and electronic payments”, “Perspective technologies of the public key infrastructure”, “Spheres of mass introduction of electronic signature technologies”, “Technical and legal aspects of the use of e-signature”, “Protection of personal and confidential data with the introduction of electronic signature”.
 
A total of 90 articles were presented to the conference.
