Necessary conditions to be created for disabled persons to allow them to use ICT
The following laws, programs and regulations have been drafted in the Republic of Azerbaijan in order to insure efficiency of the implementation of measures aimed at improving conditions of persons with disabilities, increase the economic independence of disabled persons and create necessary condition for the full participation of disabled persons in every aspect of social life:

the Action Plan for the execution of “The State Program on the social protection of the rights of disabled persons in 2012-2015”,
-
the “Regulations for preparation and realization of the program on the individual rehabilitation of persons with disabilities and children with impaired health”,
-
the Law on prevention of disabilities and impaired health of children and rehabilitation and social protection of the disabled and children with impaired health”
The main goal in the preparation of these programs was to introduce improvements to the national legislation to insure the social protection of rights of persons with disabilities based on universal values. This information was provided to ICTnews by the Public Relations Department of the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan.
According to the information, the ministry is expected to implement measures towards increasing the efficiency of the rehabilitation of persons with disabilities by preparing regulations for individual rehabilitation, insuring social protection of rights of persons with disabilities, including protection and rehabilitation of their health, providing education and employment for persons with disabilities, creating necessary conditions for persons with disabilities in order to allow them to use information and communication technologies, insuring accessibility of the existing social infrastructures facilities to persons with disabilities.
The ministry will continue to focus on issues such as the provision of innovative recourses and services for persons with disabilities, improvement of medical-social rehabilitation of persons with disabilities, insuring accessibility of social infrastructure facilities for persons with disabilities, insuring access of persons with disabilities to the labor market and providing inclusive education to children with impaired health.
