Azerbaijani Communications Ministry completes Azerspace orbital position coordination with INMARSAT


The Azerbaijani Communications and IT Ministry is to complete coordinating Azerspace’s orbital position with the international satellite communication company INMARSAT (UK), the ministry’s Chief Adviser Gulam Abdullayev told press. He said it expects INMARSAT to submit a draft protocol on coordination to the Azerbaijani side.
"Talks are underway with other countries, though not so intensely given the summer period. However, work in this sector will begin as of September", Abdullayev said. At present, he said, coordination was agreed on with Belgium, Spain, Norway, Vietnam, and Australia. An agreement has been reached with Greece on many aspects over which the issue will finally be decided in September. Many issues have also been based on discussions with Ukraine and Kazakhstan. At present, talks are underway with Korea, Italy, Russia, Turkey, and Monaco, with some meetings to be held by late 2011.
Azerbaijan should completely resolve the issue of coordinating the Azerspace national satellite positions and with the satellite systems of 35 countries, for the next five years. The only legal basis for consolidating international law for an orbital position is when launching a satellite into orbit after completing the international coordination of satellite communications systems parameters with other country’s systems, and notifying this to the ITU register. If the satellite is not properly used at the moment when the procedures are fixed, the unrealized orbital-frequency resource will be canceled by ITU and enter the common pool of resources for coordinating other satellite system interests that appear in this position.
