At what stage is E-government use in Azerbaijan?


Data Processing Center (DPC) of the Ministry of Communications and High Technologies (MCHT) has made public the level of application of E-government project in Azerbaijan.

 

Azerbaijan has come a long way for the implementation of E-government project and almost 4 stages of the project have been successfully completed. Work is currently under way to fully implement the fifth stage. In this stage, the government carries out provision of e-services in the form of online document sharing for all legal entities and individual persons as well as ordinary citizens.

 

Note that in the first stage government agencies begin to use the Internet and a series of websites are built in the national network segment by various government authorities. However, the function of these sites is to process only information.

 

In the second stage, the volume of updated content on the websites is increasing. News, legal documents and official announcements are posted there, and it becomes user-friendly due to new services (for example, search engine on the site), and partly ensures interactivity (email which is important for citizens and organizations to establish feedback) etc.

 

In the third stage, high-level interactivity of the sites is carried out. Government portals offer various proposals to specific categories of people of business sector or citizens and authentication mechanisms are applied.

 

In the fourth stage, the users get opportunity for interaction and are able to apply online. Citizens can get various documents (certificates, licenses, permits etc.) via the Internet. At the same time, taking advantage of the services provided by government authorities, they can make payments online.
