Pursuant to President of the Republic of Azerbaijan Ilham Aliye’s Decree "On some issues related to the activities of the State Housing Construction Agency (MIDA) under the President of the Republic Azerbaijan" dated 16.11.2016, the Preferential Housing system has been integrated into the E-government portal.
Thus, from now on, citizens who have the right to purchase housing on preferential terms can apply to MIDA electronically via the E-government portal.
To do this, they firstly need to register on the E-government portal using e-signature or ASAN signature. Then, they should enter the "All Services" section of the portal and select the "Preferential Housing system" e-service from the list of e-services of the State Housing Construction Agency under the President of the Republic Azerbaijan.
It is also possible to find the system via the search box on the portal. Before using the service, the user must read the instructions on using it.
To answer the following questions, the user must "click" on the headings.
Detailed information on using the system, including information on the categories of persons eligible for preferential housing and a list of required documents for each category can be found on the main pages of the websites www.mida.gov.az and www.mida.az by clicking on the link "Preferential Housing System".
Citizens who wish to purchase housing on preferential terms, but do not have electronic signature, can obtain e-signature by applying electronically for it through the website www.e-imza.az. They can also obtain e-signature at "Sabaka" service center, Electronic signature registration point (Dilara Aliyeva str. 185) or "MİDA" service points of "ASAN service" centers.
Note that electronic signature certificates issued by the National Certification Services Centre are used free of charge. After paying once for a certificate, the citizen can use it free of charge for 3 years. Electronic signature is a full-fledged signing tool meeting FIPS 140-2 international safety standard. And most importantly, it is impossible to interfere with operations carried out with the use of electronic signature.
The "Preferential housing" system will play an important role in providing citizens with modern and comfortable housing and improving their living conditions.
