How to electronically register mobile devices?

While visiting technologically advanced countries, people buy technical equipment, in the first place, in particular, cell phones. However, not all phones bought in foreign countries are original and meet quality standards.

In this context, the "Mobile devices registration" electronic service has been put into operation on the E-government portal.  By using this service, citizens can check if the cell phones they are going to buy are original and meet the accepted standards. The procedure is very simple.

All the citizen needs is to access the E-government portal and choose the "Mobile devices registration" e-service from the list of the electronic services of the Ministry of Communications and High Technologies (MCHT).     

It should be noted that during January, the "Mobile devices registration" e-service was used most often (48745 times) among MCHT’s e-services. 

After choosing the "Mobile devices registration" e-service on the portal, the citizen has to enter the serial number, PIN code and security code of his identity card into the system.  In future, after the citizen passes registration on the portal, the system will automatically determine the PIN code of the identity card.     
  







Note that PIN code is a 7- digit number shown on the lower right corner of the identity card. 

Then, the "Check information" button must be pressed.  After that, the citizen has to enter the number of his cell phone into the application.  In order to make an online payment for using the e-service, the citizen has to indicate the type of his payment card and press the "Confirm and pay" button.  

Note that the registration of an IMEI code of the cell phone, which has been imported to the country for personal use, costs 5 manat.

After a payment for using the service has been made, the portal automatically sends the electronic application filled by the citizen to the Mobile Devices Registration System (MDRS).  Information held in the receipt includes a notification code, type of payment, IMEI code of a mobile device, date and amount of payment, as well as general information about the person carrying out the registration. MDRS registers a mobile device within 24 hours after payment.    

Note that the registration of IMEI numbers of the mobile devices that have been brought to the country for sale is carried out differently. In this case, the customs authority gives a special document to the owner of mobile devices. Then, the owner of mobile devices applies to the Data Processing Centre of the Ministry of Communications and High Technologies with this document. This means that all mobile devices purchased by people from local shops have their IMEIs registered.    









Note that IMEI-code means International Mobile Equipment Identifier. It includes 15 digits and theoretically it is unique and can belong to only one telephone. The first six digits mean the phone model number. The next two digits stand for the country manufacturer of the phone. The next six digits are the telephone serial number. And the last digit is a spare indicator which may be figured out by special formula based on the previous digits. To find out his phone code, the citizen has to dial *#06#.  To find out if his mobile phone has already been registered, the citizen has to send an SMS holding  the phone’s IMEI code to the number "1677.
