Twitter changes 140-character limit to exclude media & quoted tweets

According to a report from The Verge, Twitter users can expect a significant change in the way the site’s algorithm counts their 140-character tweet limit. On September 19, Twitter discontinued counting media attachments (such as gifs, images, videos and polls) and quoted tweets as part of the character limit, allowing users to increase the amount they’re able to type by a substantial margin.
 
Furthermore, usernames that are tagged at the beginning of tweets don’t count towards the limit. The social media site has not made it clear whether all of these changes went into effect simultaneously, or if some were rolled out at a later time.
